公開信:「公車電視」是台北之瘤,是人權之恥。首先,公車族得聲明,我們並非什麼都反。我們說台北之瘤、人權之恥,就專指「公車電視」而言。本來,台北市政府交通局立意良善,可以讓市府、公車業者、乘客及廠商等均各蒙其利,即市府不花半毛錢,就可以完成公車e化,公車業者藉提昇服務,可以增加載客量,乘客搭公車可享受政府便民服務及生活資訊,廠商擁有廣大公車族商機,可以創造商業利益。結果,有聲的站名播報系統,除偶爾失聲外,成效卓著,有口皆碑;本應無聲的液晶螢幕(理應是被定位成訊息傳遞系統),卻被系統業者壟斷,變成用每天用重複內容輪暴乘客的BeeTV。於是,BeeTV提供的商業廣告數量遠遠超出乘客負荷;BeeTV提供的商業內容品質遠遠不及格;BeeTV把長久為人詬病的「家庭電視」搬上了台北市公車。從此,市府引狼入室,公車e化變成電視化,公車電視變成擾民服務。市府及廠商提供再好的節目與廣告,都成了每天公車族被輪暴及洗腦的加害工具。BeeTV可惡之處在於先上車候補票,讓台北市政府交通局無法可管,並且交通局官員都不搭公車,所以不知對BeeTV的認識與乘客每日實際接收內容有極大的落差。請問林志盈局長,您知不知道:1.柏泓BeeTV有沒有在網站公佈每日「所有」播放節目內容?2.BeeTV網站有的每項節目內容,在公車上每隔幾分鐘重複播一次?3.BeeTV播放的恐怖片廣告,會不會殘害兒童?其實,我們並不反對生活中有電視,因為拜科技之賜,影像及聲音已與生活融為一體,是必要之善與必要之惡。舉例說,捷運雖是半密閉空間,即使螢幕上的影像及聲音未必討妳喜歡,但至少時間短暫,並且每天接觸的影像及聲音,雖並非盡如人意,但至少尊重選擇,並讓妳有關機的權利。但是,台北市政府一年多前擅自圖利柏泓BeeTV的影像及聲音,卻每天輪暴所有公車族心靈,怎不令人痛心?輪暴?好口惡心哦,但事實就是乘客天天被輪暴,但大部份乘客天生就只能當沉默羔羊。台灣是電視王國,雖然電視節目多不入流,但文明的愛看電視的台灣人並不會強迫別人看電視。為何上了台北市的公車,無論妳喜不喜歡,公車上的影像及聲音卻可以日復一日輪暴乘客?公車電視沒有聲音開關,乘客及司機無法按鈕調整聲音大小,因為系統業者擺明不把乘客當人看。因此,從早期強迫公車族啃黑松莎士、喝某名人的汽車廣告、洗某廠商劇情近似迷姦之提神飲料...到近期強迫餵幼童恐怖片「毒鑰」、「惡靈05」、「活人禁區」、恐赫台北市將被「感染」、警告妳「赤眼殺機」...,再送妳玉喜購物...大明星運動會…不管妳願意不願意,台北市現行的公車政策就是,與廠商勾結,用置入式行銷,把工車族當電視雞養,用內容重複的影像及聲音,持續洗妳的腦,折磨公車族的上下班精神,不是輪暴是什麼?因此,身為公車族,我們客觀認為公車電視是台北之瘤,是人權之恥,盼輿論、政府官員及民意代表強迫台北市政府重視,並期待台北市政府搞清楚什麼叫e化?公車輓歌網址是http://mypaper.pchome.com.tw/news/busman586/乘客敬上 20050826

A matter of representation
When someone claims that he or she has the authority to say things on your behalf, they better get your approval first, no matter how well intend the person is.

The recent visit to the United States by some of our politicians from Hong Kong suffers at 2 technical faults: first did they go there on their own or as representative of all the people from Hong Kong, or some, or what... If they does not represent Hong Kong, then they could not claim that people of Hong Kong wants this or wants that.

They have the obligation to inform the public their position or their role and should not give others the impression that they are representing you or me

Dear Sir,
The problem of incessant disagreements among people of Hong Kong is that there are no channels for people of different backgrounds to voice their concerns.

Legislators shows concerns to issues dictated by the interest groups they represent. For example, the travel industry has been heavily favoured by the Government in its revival programs (from SARS). Likewise, interest groups from the manufacturing industries, realtors, big corporations all have heavy representation and are close to decisionmakers in the Government. All in all, there is appearance of heavy favourism towards the rich and the powerful.

If such is the appearnce, the majority of lowly citizens would hardly feel peaceful and at ease with whatever programs the Government brings out, no matter how well intended they are.

Please review an article appearing in the Singtao Newspaper (late Jan 2004) regarding the Broadcasting Authority rushing through an amendment allowing broadcasters to increase the commercial content of their programs.
